Recognizing that stable, thriving families are the foundation of early childhood development, the South Carolina Early Childhood Advisory Council (ECAC) promotes a two-generation, or whole-family, approach. This approach fosters opportunities for both young children and the adults in their lives.

In practice, the two-generation approach ensures programs and policies are designed with the well-being, education, and economic security of the entire family in mind. This includes:

• Building programs and policies that serve children and adults simultaneously, such as early education for children and workforce development for parents.

• Aligning and coordinating services to increase access and more effectively meet the needs of families.

• Tracking outcomes for both generations to measure meaningful progress.

• Engaging families as partners and decision-makers in shaping programs that reflect their goals and lived experiences.
